passport nycWhatever happened to the captain going down with the ship?  In light of the Concordia disaster, one of the most disturbing parts is the decision of Captain Francesco Schettino to abandon ship with passengers still aboard.  Another disturbing event is, according to transcripts, his refusal to return to the ship to lead rescue efforts when he was ordered to do so by local port officials.

While under US law, it is not a crime for the captain to abandon ship, it is a maritime tradition that the captain be the last one off a sinking ship.  

Even if you can’t count on the captain of the ship, there are certain things that passengers can do to be prepared.  US citizens who are traveling abroad should register with the US Department of State’s free Smart Traveler Enrollment program (STEP) at https://travelregistration.state.gov .  US citizens can also register directly at US embassies or US consulates.  By registering with the State Department, US passport holders can be assisted more quickly in the event of an emergency.

Before boarding a cruise ship, it is important to make copies of  your passport and all of the passports in your traveling party.

Lost Passport?  Stolen Passport?

Passport lost?  Is your passport lost or has your passport been stolen?  As you know, your US passport is a very important document that must be protected.  However, it is possible to lose your passport or have your passport stolen if you are not careful.  If your passport has been lost or stolen, then you should take action as quickly as possible. 

US passportIf you have lost your passport and you are overseas, you must contact the nearest US Embassy as soon as possible.  The embassy will supply you with instructions on how to replace the missing passport. 

However, if you are in the US, and you have lost your US passport, you must contact the US Dept of State at 1-877-487-2778 to invalidate your passport.  Remember that once your passport has been reported missing, it cannot be revalidated.  A new passport must be issued.

If you have a passport emergency and need your passport for travel within the next 14 days, then you may apply for an expedited passport.  You will need to present proof of citizenship, identification, 2 passport photos and you must fill out the passport application and pay the passport fees.

Did you know that you can get a same day passport if needed?  Some people just assume that they must cancel their travel plans, but you may be eligible for a same day passport as long as your trip is within 14 days.  You will need to provide proof of pending travel to qualify for an expedited passport.

US Passport Application Revisions Coming March 1, 2011: Rush Passport

US passport applications are about to get a makeover.  As evidenced in a previous Rush Passport™ passport blog entry, the application for a US passport is going to be revised as of March 1st 2011. 

Secure PassportThe revisions to the US passport application will now require applicants to provide information about their mother/father/parent.  The addition of the word parent would allow applicants to list a mother and father, two mothers, or two fathers.

Same sex couples are thrilled with these revisions and feel that it is an example of another instance where progress is being made in the area of tolerance of different lifestyles.

Those against the revisions to the passport application see it as an assault on the traditional American family relationships.

Originally, the State Department said in December that it was going to remove the “mother” and “father” titles altogether and replace the titles with the word “parents”. 

When Secretary of State Hillary Rodham Clinton heard about the plans to eliminate the “father” and “mother” titles, she insisted that the designations of mother and father be included in addition to the word “parent.”

Some feel that these titles are inconsequential and others feel that they are present a significant challenge to the traditional American family relationships.  Some feel that the changes to the US passport application are significant and must be done out of respect to same sex partners.

Child Passport Alert System That Parents Should Know About

Child PassportChild passports are not child’s play – in fact child passports are serious business. Child passports become especially sensitive when parents are divorced, separated or estranged. When a parent of guardian is considered a risk for child abduction, the other parent can have some piece of mind. Thanks to the US Department of State, to protect children from possible abductions by their own parents, they have set up The Children’s Passport Issuance Alert Program (CPIAP). This is one of the US Department of State’s most important tools for preventing international parental child abduction. Under this program, parents can register their children who are under the age of 18 years old and current U.S. citizens in the US Department of State’s Passport Lookout System. If a child passport application is submitted for a child who is registered in CPIAP, the US Department of State will contact and alert the parent or parents who have registered the child. In addition to alerting the parents of the child passport application, the passport lookout system also gives an alert to all U.S. passport agencies as well as U.S. embassies and consulates abroad. This child passport alert procedure is an invaluable tool because it provides parents with advance warning of possible plans for international travel with the child.

Parents of children who have reason to believe that the other parent or guardian would be capable of international child abduction should register for this child passport alert system as soon as possible.

How to Get a Passport With a Puerto Rican Birth Certificate – Time is Running Out

Passport Puerto RicoAccording to the US Department of State website, “The Puerto Rican government has passed a new law that will invalidate all Puerto Rican birth certificates starting October 30, 2010.”

The US Department of State is still accepting Puerto Rican birth certificates for passport services and will continue to do so until the new passport policy is announced on October 30th.  The new passport legislation will not affect Puerto Rican-born passport holders with valid US passports.

Originally the Puerto Rican government planned to discontinue accepting Puerto Rican birth certificates as proof to obtain a passport on July 1, 2010.  However, an amendment was recently passed by the Puerto Rican government that extended the date of invalidation to October 30, 2010.

Passport Service Fee Increase Effective Today July 13th.

The new cost of an adult passport is not $135 up from $100.  That includes a $25 administrative fee. Passport applicants under the age of 16 see an increase to $105 with the fee, up from $85.

Just in case you missed yesterday’s blog, I am sorry to report that the Passport fees have gone up effective today, July 13th.  Yesterday was your last chance to get a US Passport and save some money before the rate hike – and we tried to warn you… 

Just so you are prepared, the new cost of an adult passport is not $135 up from $100.  That includes a $25 administrative fee. Passport applicants under the age of 16 see an increase to $105 with the fee, up from $85.

Passport cards, which are valid for Americans traveling by land or sea on trips to the Caribbean, Canada and Mexico increase today as well.  Adult passport cards went up to $55 up from $45 and child passport cards increase to $40, up from $35.

The US Department of State states that the passport fee increases have been made to cover the actual operating expenses that passport agencies incur.

Frequent travelers also should be aware of a new fee of $82 to add more pages to an existing passport for additional visas and stamps by immigration officers.

Passport Pages Fee Starts July 13th – Frequent Travelers Should Add Extra Pages Now to Avoid $82 Fee.

Passport rate hikes are almost here.  Not only will the rates for new passport increase on July 13th, but frequent travelers will also feel the wrath of the passport rate increases.  Currently there is no cost for adding additional pages to your passport, but starting July 13th it will cost $82 to add passport pages

Passport increases have occurred in the past, but for the first time, this rate increase includes adding blank passport pages to an existing passport.

Additional Passport Pages

If you travel frequently, it is suggested that you have your passport sent into the US Department of State before July 13 to avoid the $82 fee and have additional passport pages added.

You will still be eligible for the larger passport totaling 52 pages at no extra cost when you get a new passport or renew your passport.

Most people feel that the passport rate increase is excessive.  The cost is going up from $100 to $135 for new adult passports.  Since passports are valid for 10 years, I don’t think that thirteen dollars and fifty cents per year is excessive.  When considering that passports are valid for a decade, the rates don’t seem so outrageous.

I pay more than $135 each month for several goods and services including cable television, cellular phone service, auto insurance and gasoline.  One fancy dinner, 2 tickets to a Broadway show, or a day at a sporting event all cost more than $135 – and that’s just for one night – while a passport is good for 10 years!

If you’re still not convinced that the passport increase isn’t such a great deal after all, then do something about it – take care of all of your passport needs before July 13th

Passport Travel Warnings from The US Department of State

The US Department of State website, http://travel.state.gov/ , offers sound advice to potential travelers.  There is a section of the website titled “Travel Warnings” that US Passport holders should visit before making travel arrangements.

For example, in May 2010 there were 3 messages posted.  Afghanistan and Burundi were the two destinations for which warnings were listed.  Travelers planning to visit Sri Lanka can dust off their passports as the travel advisory issued on November 19, 2009 has been lifted, effective May 26, 2010.   

The US Department of State has cancelled the Travel Warning for Sri Lanka as a result of improvements in safety and security conditions present throughout the country.  The latest news comes on the heels of the Sri Lankan Government’s announcement of their victory over the Liberation Tigers of Tamil Eelam (LTTE).  Since the announcement, the LTTE has not launched any attacks in Sri Lanka.

While the US Department of State says that it is safe to travel to Sri Lanka, the same does not apply to Afghanistan.  On May 25, 2010 the US Department of State issued a warning to U.S. citizens planning travel to Afghanistan.  The security threat to U.S. citizens in listed as critical.  This threat applies to all of Afghanistan as no part is to be considered immune from the threat of violence.  American passport holders and other Western nationals are advised not to travel to Afghanistan at this time. 

On May 19, 2010, Burundi made the list of countries that the State Department advises U.S. passport holders not to travel to.  The time of year that poses the greatest potential threat is from May to September 2010.  This time is considered especially dangerous due to the nationwide elections that are scheduled.  The US Department of State does not feel that U.S. passport holders are any more likely to be targeted than others, but maintains that the possibility of being caught in violence remains.  As a result passport holders who wish to travel to Burundi should do their best to avoid arrival before mid-September 2010.

Passport Segment Update: Help Me Howard on WPIX-TV Channel 11

Brooklyn jazz musician Dwayne Burno plays double bass. And he’s played it all over the world. His career spans the globe..Japan, Brazil, Europe, Scandinavia and Poland. But recently, just as he was getting ready for back-to-back gigs, one of them overseas, he noticed his passport was about to expire.

” I can’t afford to miss something like this,” said Dwayne. “I’m the sole breadwinner of my family. I have pressing bills and health issues.”
We wondered why, if his livelihood depends on his passport, how could he not renew it in time? We know musicians get lost in their music, but Dwayne, what’s up with that?
” I’ve known the expiration had been coming up,” said Dwayne, ” I’ve always had to keep it in circulation. My last trip was less than a month ago, actually last couple of weeks I could never have had it out of my possession to turn it over and wait five weeks even I didn’t have enough time to do that.”
And Dwayne found dealing with the passport people baffling.
” I spoke to six different people through the phone bank which disconnected me twice and I found that everyone had different opinions about the policy. They told me, Yes, I could get it, or No, I wouldn’t be able to get one.”
When he did finally get an appointment, it was scheduled for after his flights would take place.
He thought he’d try in person anyway at the passport office on Hudson St. In the Village. But with no appointment, it was a no go.
” All I am is an American citizen trying to work that can’t afford to turn down a gig. I needed somebody to at least help me,” he said. ” Howard is the only person I could think of. I’ve watched Howard get things done, please Help Me Howard.”
With flights coming up fast, time was of the essence.

When Dwayne walked in, Roman took over.

” This is going to be a renewal replacement?”

” Can I look at your passport please?,” continued Roman, “and any supporting documents you have that I would need? An itinerary. I see you have the application already filled out, Form DS 82. That is the correct form for the renewal. Do you have passport photos?”
” Yes I do,” said Dwayne.
” Let me take a look at those. Great you have those taken already. Let’s makes sure they are correct. Yes, these are very good. Let me just make a photocopy.
” Just so you know, we are a registered expediter of the State Department and this will be submitted on your behalf with your consent, for processing. The original passport does have to be submitted to them with your application, which will be cancelled once it is adjudicated and approved by the State Department. Once they issue you a new passport that will be returned to you and the old one will be returned to you with your new passport, OK? In the meantime
I’m going to give you a photocopy of it if you need it for anything while we have possession of anything.
There were a few other forms to fill out.
” Here we have the letter of release and authorization in which you give us consent to submit this on your behalf to the State Department.
” First of all I need you to fill out your full name including your middle name if it appears on your passport. Sign your signature so that it can look exactly like your passport here.
” While you’re filling that out I have a quick question for you. I see you marked off the U.S. Passport Card. Did you want to want to apply for that as well?”
” Yes,” said Dwayne.
Roman familiarized us with the U.S. Passport Card.
” The U.S. Passport Card was created by the State Department for those looking to travel to Mexico, Canada or the Caribbean, by land or sea only. You do not need a passport if you’re driving there or taking the cruise. You cannot fly with the passport card. It also serves as a valid form of identification and proof of citizenship. So if you’re abroad and God forbid you lose your passport, you will be able to go to a U.S. Embassy and submit your U.S. Passport Card as your proof of citizenship. That’s extremely helpful in your obtaining a replacement passport.”
There is an extra $20 fee for that.
So Dwayne made out a check that included the $135 for the passport and the $20 for the passport card. He got a receipt for payment.
” You’re all set,” said Ramon. ” You have everything you need. We are going to submit this to the State Department tomorrow morning and you’ll be able to pick up your passport as we discussed. If you have any questions please give me a call. Thank you for using our services.
True to their word, the passport was ready for Dwayne as promised. Once again, it’s ‘have gig, will travel.
Dwayne could not have been more grateful.
” Thank you, Howard,” said Dwayne. ” I could not have done this without you.”
