Passport Warning Issued for US Passport Holders Thinking About Traveling to Mexico

US Passport holders have been issued a travel warning by The US Department of State.  The warning applies to US Passport holders planning on traveling to Mexico.  There is a security warning in effect for US Passport holders and family members of U.S. government personnel from U.S. Consulates in the northern Mexico border cities.  This security warning comes on the heels of the August 20, 2010 shooting in front of the Monterrey American Foundation School and due to a large number of kidnappings in the Monterrey region.

US Passport holders and US government personnel from the Consulate General have been notified that it is in their best interest to remove all children from the Monterrey area.

Passports are very important travel documents that serve many purposes.  There are several reasons why it is important for proper identification to be shown when traveling abroad.  Prior to 2008, the US and Canada had a reciprocal passport agreement in which passports were not necessary for travel between the two countries.  Checkpoints at border patrols required travelers to show driver’s licenses instead of passports.

Now, Saudi Arabia and Kuwait have signed an agreement that allows citizens travelling between the two countries to do so without a passport.

Passports are no longer required for travel between the two countries.  Instead of showing passports, officials will now accept personal identity cards from the respective countries.

This passport accord makes it easier to travel between Saudi Arabia and Kuwait.

This latest passport agreement follows other Gulf Cooperation Council (GCC) states that have recently taken similar steps to allow their citizens to travel to fellow nations without passports.

Earlier this year a passport agreement was reached that enabled UAE nationals to present identity cards to travel to all other GCC nations including Oman, Qatar, Bahrain and Kuwait with the exception of Saudi Arabia without having to show a passport.

Passports for Mexicans?

US Passports for Mexican nationals aren’t easy to come by – but Mexican passports are if you live in North Carolina.  Approximately 400 Mexican nationals attended Concord High School’s Mexican Passport Event earlier this month.  The 400 people were there to apply for Mexican passports and additional forms of Mexican identification.

Mexican nationals need valid passports to get back into Mexico once they return home. The matricula consular card can be used as a form of identification in the United States.

The passport event had a purpose – to ensure that Mexican citizens have proper identification from the Mexican government.

Just to clarify – no US Passports were issued at the event.  The Mexican passports and government-issued picture IDs (matricula consular cards) were provided to passport applicants who supplied birth certificates and additional documentation.

Mexican nationals need valid passports to get back into Mexico once they return home.  The matricula consular card can be used as a form of identification in the United States.

Many Mexican nationals cannot open up bank accounts because they do not have US Passports or other necessary forms of identification.  However, people with both a matricula consular card and a Mexican passport can open up bank accounts.

The matricula card can also be used to provide proof of identity for such things as enrolling children in school or applying for credit.  It is also enables Mexicans to obtain an individual tax identification number from the IRS so that they may pay US income tax.

Many of the Mexicans who attended the event needed to obtain a passport so that they could use them as identification during trips back to Mexico.

Passports for Pets?

Passport problems for a Berkshire family have left them devastated after they were forced to leave one of their family members behind.  The family member is actually their pet dog, Indy.  The pet was detained in France upon returning from a family vacation because his pet passport microchip failed.

Many countries now also employ the PETS passport system including the United States, Canada, Australia and New Zealand.

The dog’s owner, Matt Roberts had his two dogs outfitted with surgically implanted passport microchips as part of the Pet Travel Scheme (“PETS”).  The Pet Travel Scheme (“PETS”) refers to a system that permits animals to travel between member countries without undergoing quarantine. A Pet Passport is a travel document that officially records information related to a specific animal.  The purpose of a pet passport is to speed up and simplify travel with animals between member countries.

PETS was originally established in the UK as a safeguard against rabies and as a way for animals to travel between countries without being quarantined.  Many countries now also employ the PETS passport system including the United States, Canada, Australia and New Zealand.

The poor dog, Indy needed to have surgery to remove the passport chip.

Hopefully, Indy’s identity will be confirmed – or it can take up to 6 months for the dog to be issued a new pet passport.

Mr Roberts has two dogs, Indy and Buzz.  Buzz was allowed to re-enter the country, but the scanner could not read Indy’s passport microchip and Indy was detained in France.

The family had to have the passport microchip surgically removed from the dog and now they are waiting for the manufacturer to confirm that they passport chip is a match to the documentation on the pet passport.

Unfortunately, the vets who removed the passport chip feel that it may be corrupted and not sure that it will be able to be read.

Mr. Roberts may have no other choice than to reapply for a new pet passport for his dog.

It turns out that each year approximately 100 pets have passport microchip problems upon arrival to the UK.  In the majority of those cases, the passport microchip number can be identified by the manufacturer, and the pet is eventually permitted to enter the country.

Passport Problems for Celebrity Paris Hilton En Route to Japan

As long as Hilton doesn’t lose her passport, she plans to return to Japan soon. Time will only tell if Paris Hilton will get that elusive Japanese stamp in her passport book.

Paris Hilton ran into trouble gaining entry to Japan.  This time reason is not due to a lost passport, nor was her passport stolen – unlike her friend Lindsay Lohan who had passport problems of her own.  Instead, Paris Hilton is being denied entry to Japan due to her recent drug charges and sentence.

If you remember, as reported in a previous Rush Passport blog entry from May 28, 2010 – Paris Hilton, forgot her passport on the way to Cannes!  By the time she realized that she didn’t have her passport she was already in Madrid. 

This time, Paris Hilton had her passport in hand, but she was denied entry at Tokyo’s airport.  Hilton was scheduled to appear in Tokyo to promote her new fashion line – but her appearance was cancelled.  Not only didn’t Hilton get that Japanese stamp in her passport book, but instead she was forced to return home to the US.

In the past, other celebrities holding valid passports that were also refused entry to Japan for problems with the law include Beatle Paul McCartney and Argentinean soccer star Diego Maradona.

Although the terms of her sentence did not restrict travel overseas, Japanese passport authorities refused Paris Hilton entry.

As long as Hilton doesn’t lose her passport, she plans to return to Japan soon.  Time will only tell if Paris Hilton will get that elusive Japanese stamp in her passport book.

Monday morning, four days prior to leaving for Costa Rica, I checked my passport and noticed that it expired January of this year. August 23rd, 2010: I cant believe a company this great really exists!!! I was leaving for Canada on a tues. I never had a passport before and just realized the previous friday that I needed one to travel to Canada. I didnt think there was any way I would be able to obtain a passport in 3 days but I decided to go online and search anyways. Rush Passport came up. I thought it was too good to be true, but the company is 100% legitimate. I went in on Sat morning and filled out all the paperwork with Damila, who was extremely friendly and helpful. This company is amazing. The owner returned my call at 12:30 at night, told me what to bring to the office, and by 5 PM the next day I had a new passport.  Definitely get there early. I showed up at 7 AM (they open at 730) and was just barely second in line. By 730, the line was about 10 people long.

The online application for passports not only saves time but has also reduced the need for the employment of extra staff at the Passport Office.

Online passports are really taking off in India.  The facility for online application introduced by the passport office has greatly reduced the amount of manual work necessary for the registration of passport applications.

Within 24 hours, they are able to nearly double the amount of passports being processed in half the time.  This is important because it helps people who have passport emergencies, need rush passports, need passports on the same day and travelers who have lost their passports, have expired passports or need passport renewal services.

The online application for passports not only saves time but has also reduced the need for the employment of extra staff at the Passport Office.   

Previously, the entire passport application filing work was done manually. Since the online passport system has been introduced, much of the work is completed online.

Passport officials at the passport office note that not only is work getting done fast, but the online passport registration has minimized the chances of the passport applications being rejected for inaccuracies.

Passport applicants not only file passport applications online, but they also get information regarding the status of their passport applications.  After online applications are filed, the passport applicant receives an online registration number that can be reviewed online.

Passport  applicants can also find out their passports were issued and received notification and reasons for rejection of their passport applications.

Passport Deadline Set for December 31st, 2010

The current Machine Readable Passport, MRP will be invalid as of midnight December, 31st of this year.

Nigerians are being urged to get the new electronic passports before the December 31st, 2010 deadline.  If not, they may not be able to use their existing passports to travel outside the country.

Nigerian officials warn that failure to comply with the new passport regulations will result in travel outside the country being denied.  Passport officials are being instructed to challenge any MRP passport holders who fail to present the new electronic passports.

In addition, the Passport Office is requiring all foreign nationals in Nigeria to register biometrically.

Currently, most travel passports in the world are MRPs. They were standardized by the International Civil Aviation Organization (ICAO) and contain a special Machine Readable Zone or MRZ that appears at the bottom of the identity page in the front pages of a passport.

The information that must be provided in the zone include: passport holder’s name, passport number, passport holder’s nationality, date of birth, gender, passport expiration date and personal identity number.  Some countries also include optional, supplementary information.

A biometric passport or e-passport (ePassport) is a combination of paper and electronic passport.  Biometric passports contain biometric data used to confirm the authenticity of passport holders.  E-passports use smart card technology, a microprocessor chip (computer chip) and antenna (for both power to the chip and communication) embedded in either the front, back cover, or center page of the passport.
