Passport Security Makeover in the UK!

Passports in the UK are about to get a makeover!  The UK Passports have been redesigned in an effort to help fight identity theft and passport fraud.

Enhanced passport security features include placing the passport security chip out of view as well as a personal data section of the new passport that features holograms.

The passport holder’s personal details used to be on the back of the passport and now they appear on the passport’s second page.  The passport photo of the passport holder now appears twice.  The new passports will be in circulation starting October 2010.

Cosmetic changes to the UK passport include pages that will display UK scenes such as the White Cliffs of Dover and the Giant’s Causeway.

The government expects the new passport to give UK citizens added piece of mind as well as solid protection from identity theft and passport fraud.

The main difference between the existing passports and the enhanced passports is that the security chip will now be hidden inside the passport cover.

This new feature is intended to make it more difficult to alter the chip without causing visible damage to the passport cover.

The change of adding the personal data to page 2 of the passport is an effort to speed up passenger wait times when traveling through border patrols.

This combination of physical and electronic security features will make the UK passport one of the most secure passports in the world, in line with the international passport standards.

Passport Renewal Available Online? Is it Secure?

Passports may be soon available online in Malaysia.  The Home Ministry is considering an online passport renewal service to make it more convenient for Malaysians to renew their passports.  This idea sounds like it could be problematic.

Sparked by long lines at the Passport agency counters, Deputy Home Minister Datuk Lee Chee Leong believes that online passport renewal service will provide a solution to a growing problem.

The proposed online passport system is not yet ready to be implemented but is expected to save time and money by reducing the cost of manpower at the passport agencies.

Proponents feel that online passport renewal would address a problem in Malaysia that has been going on for quite some time.

Those opposed to online passport renewal feel that the system may compromise passport security.

Lee added that the new online passport renewal system will be equipped with security features to prevent it from being abused.

If Malaysia is successful in bringing the online passport renewal service to its citizens, it may not be long before other countries begin developing their own online passport renewal services.

How Safe is the US Passport?

US Passport security is in question after an undercover passport sting operation launched by the Government Accountability Office (GAO) exposed loopholes in the passport system.  The GAO applied for 7 passports using a counterfeit birth certificate, two different addresses, someone else’s passport photo, an invalid Social Security number, and the name of someone who is already deceased.  The passport sting operation resulted in the issuance of 3 out of the 7 passports were applied for.

The GAO applied for the 7 passports at different passport agencies across the country.  Initially 5 passports were issued, but 2 of the passports were caught and recovered by the Passport Office after being mailed out.  The other 2 passports were denied.

The US State Department issues 13 million passports each year.  Senator Ben Cardin, a Democrat out of Maryland expressed concern over this passport security lapse in the following statement, “The integrity and security of the passport issuance process is extremely important because it can have a profound impact on the national security of the United States.”  John Kyl, a Republican Senator from Arizona, also voiced his concerns regarding passport security “We tend to forget what happened (on 9/11) and why it was that people could operate freely in this country– because they had obtained fraudulent documents.”

A similar passport sting operation was conducted 2 years ago, in which the GAO was able to obtain four out of seven genuine passports using false information. The State Department stated that it continues to make improvements in passport security and that passport staff receives fraud training and is provided with an improved method of sharing information with law enforcement and the Social Security Administration.

A spokesperson for the US Department of State for Passport Services acknowledged that even one passport issued in error is problematic, however also stated that this passport sting operation will be used to make improvements to the passport services system.  The passport sting operation was uncovered when passport officials used facial recognition technology to discover that an identical passport photo had been used on multiple passport applications.  The passport photo was that of a GAO investigator.

In an effort to beef up passport security, Senator Cardin has introduced a bill that would arm certain passport officials with the power to access criminal records databases. Also included in the bill is a push to increase the use of biometrics in the passport application process.

Passport and Visa Fraud Sting Nets 107 Violators in Just 1 Week!

Passport fraud is more prevalent than expected as evidenced by the results of “Operation Goalkeeper”; a recent passport initiative launched at US – Mexico borders.  During the weeklong passport sting, customs officers seized 107 fraudulently obtained / counterfeit passports and visas at the following five ports of entry: San Ysidro, Otay Mesa, Tecate, Calexico and the Andrade border crossings.

People are trying more and more creative ways to cross the US - Mexico Border.

Between June 7th and June 13th, “Operation Goalkeeper” targeted individuals attempting to present stolen, lost, counterfeit or altered passports to illegally enter the United States.

The passport security team consisted of officers from various agencies including the State Department’s Diplomatic Security Service, Customs and Border Protection and the United States Attorney’s Office.

In all, Customs and Border Protection officers stopped 47 violators with counterfeit or altered passports and visas.  There were an additional 60 impostors who were carrying genuine passports that belonged to different people.

As a result of the passport sting operation, the United States Attorney’s Office is prosecuting a total of 39 cases of passport and visa fraud. Another 60 individuals were instead deported to Mexico and will never be eligible for lawful entry into the United States.  (That won’t prevent them from trying again when the security is not as tight.)

To me, it seems mind blowing that on a weekly basis they were able to catch over 100 perpetrators of passport fraud.  It makes one wonder how many violators were not caught, just how many individuals are here illegally and how many more will be crossing our borders without valid passports in the near future.  More importantly, what is the effect that this has on our society?

Passport Integrity Defended by GPO

Yesterday’s Rush Passport™ Blog entry raised concern over the security of US Passports due to outsourcing.  However, the Government Printing Office (GPO) maintains that the reports aren’t entirely accurate.

A spokesman at the GPO, in defending passport security, maintains that the US Passport is a very secure travel document that is actually manufactured right here in the United States by government workers in government facilities under government supervision.

This comes after a report by ABC News and the Center for Public Integrity raised concerns that key components for e-Passports are made in Thailand.  This was said to pose a potential long-term risk to United States Passport security interest.

Currently, 80% of the passport components are assembled in Minnesota and by the summer of 2010, that figure will increase to 100%. 

In addition, the GPO maintains that they are not ‘outsourcing’ the production of U.S. passports.  They maintain that the United States passport is printed, assembled, manufactured, and shipped in the United States at two secured government facilities, one in Washington, D.C. and the other in Mississippi. In addition, they state that only Americans, federal workers with proper security and background investigations are permitted to come in contact with passports during their final assembly and integrity check.

Convinced?  Well, I’m not… The GPO in its claim that there is no outsourcing fails to mention that US Passport chips have been manufactured overseas since their inception in 2004 because at that time there were no U.S. firms that were able to produce the 14443 ICAO (International Civil Aviation Organization) required passport chip technology.

In summary, the ABC News report not only raises concerns about US Passport security risks, but also raises concerns about U.S. government outsourcing.  Whether or not the current passport system is compromised, many Americans would be more comfortable knowing that the government took every precaution to ensure that US Passports were as secure as possible.

Which Country Has the Best Passports? Surprise: It’s Not the United States

The term that a US security official, Mariko Silver, used to describe Taiwan’s new passport… “World Class”.   As reported by the Taipei Times, Silver stated: “Taiwan’s adoption of e-passports is a major step forward and we applaud that. Taiwan’s passport itself is truly world-class.” 

Taiwan was recognized for its efforts in continuing to make the visa application process more secure.  It seems that through these efforts, Taiwan would soon be eligible to join the United States’ visa-waiver program.  These comments were made as experts from the United States got together with their Asian counterparts from Japan, Singapore and Indonesia in Taipei to discuss issues such as passport security, immigration and border control.

New passport safety measures include biometric technology that keeps track of an individual’s unique physical characteristics in addition to the personal data attached to current passports.  The US has welcomed Taiwan’s efforts to cooperate towards the enhancement of passport security.

As a result of the ePassport initiatives, Taiwanese officials look forward to obtaining visa-waiver treatment from a host of other countries across the globe.  In addition to e-passports, they have also implemented a state-of-the-art facial recognition system to enhance passport verification.  They also have plans to integrate their national ID image database together with the passport issuance process.  Taiwan is currently in the process of amending the Passport Act to require passport applicants to appear in person.  

In addition to celebrating advancements in passport technology, the US and Taiwan have also been working closely towards eliminating risks presented by weapons of mass destruction.  Taiwan is blazing the trail in the world of ePassports and the US is watching very closely.  The US plans to utilize information gained from the new Taiwanese passport initiative towards strengthening their own passport infrastructure.
