In 2011, the US averted a government shutdown which could have shut down passport offices across the country. Now in 2012, Britain is facing a similar problem as immigration staff threatens a work stoppage at airports on the eve of the Olympics.
The strike is set to begin on Thursday, the day before London’s Olympic Games begin.
The government is seeking an injunction by the High Court. Just think about the problems that this would cause. Most of the athletes have already arrived in London with passports in hand. However, there must be Olympic coaches, staff, fans and families who have yet to arrive at London airports and produced their passports.
This passport checkpoint dilemma arrives at a time when everyone in the world will be watching.
In the past, the government was able to send in government employees and civil servants to replace the passport border patrol agents who went on strike. That is probably the best option if the passport patrol does go on strike later this week.
Can you imagine the disruption to incoming travelers arriving in London with passports in hand?
The UK government is hoping to avoid any disruptions at UK airports as passport holders arrive for the July 27th -August 12th Olympic games.
This impending passport border patrol strike comes at a time when Heathrow Airport has been plagued by long lines at passport control.

The passport industry has been increasing its use of technology and all indications are that passports will include greater levels of technology as we venture into the future. The future of passports centers around governments all over the world collecting biometric data.
While the collection of biometric data for passports raises significant civil liberties and privacy concerns, it doesn’t look like the partnership between state of the art technology and passport security is going to slow down.
Opposition to biometric passports includes the argument that unreliable biometric technologies can misidentify passport holders. While some think passport security and the use of face, fingerprint, and iris recognition is really cool, others are more concerned with falsified biometric identification and passport fraud.
Since 2007, various European passport border checks utilize facial recognition in which Automatic Face Recognition in Border Control travelers’ faces are scanned and compared to measurements of their facial features stored on a chip in their biometric passports.
The United States requires visitors to submit biometrics in the form of a digital fingerprint when applying for a visa or when entering the country. In the UK, the government abandoned the fingerprint initiative.
Another passport security measure that is in the works is iris scan recognition. While it may seem cutting edge, there are concerns over hard contact lenses, watery eyes and long eyelashes that could possibly interfere with the scanning process.
It looks like we just have to wait and see which new passport initiatives are added to the US passport.

Well, it’s that time of year again when violent soccer fans, known as “FOOTBALL hooligans” have to surrender their passports. It seems that more than 100 of these “hooligans” from Staffordshire and Cheshire have received letters from the police instructing them to surrender their passports.
The hooligans have been ordered to surrender their passports so that they cannot attend the Euro 2012 soccer tournament. If they do not comply with the request to surrender their passports by May 30th, 2012, they will be arrested.
The reason that police have requested that the “FOOTBALL hooligans” surrender their passports is to prevent them from traveling to Poland and Ukraine for the Euro 2012 soccer tournament. These hooligans have all had football-related offenses in the past.
The hooligans will get their passports back after the final match on July 1st, 2012.
Progress has been made in keeping the matches safe for the fans and the hooligan element ruins the time for fans who come to watch the game in peace.
In addition fans have been warned that if they get into trouble in Poland or the Ukraine, they will be banned from future events and they will receive letters asking them to surrender their passports.
There are over 2,000 people in the UK that have football banning orders and all of them have been requested to surrender their passports. They all will be prevented from leaving the country for the duration of Euro 2012.
In addition, anyone else who gets a banning order between now and the Euro 2012 tournament will be ordered to surrender their passports as well.

It’s been said that there are two things in life that are guaranteed: death and taxes. And then there’s passports. US passports are a privilege awarded to US citizens that allow them to travel abroad. However, there is a currently a law being mulled over by Congress that says if you owe the IRS you can lose your passport.
The proposed bill states that if you owe more than $50,000 then you will not be allowed to get a passport. Some feel that it is unfair to authorize the federal government to stop US citizens and passport holders from traveling abroad if they owe back taxes. The proposed bill adds that if your tax debt is being paid regularly there can be exceptions made.
What the bill may not take into account are circumstances in which the IRS has wrongly accused people of owing in excess of $50,000. Those people, even if found to not owe the money, would have the passports revoked during the investigation.
Some feel that this is a great idea and will help prevent passport holders from skipping town on the money owed to the IRS. Others feel that withholding passports due to back taxes is an unfair practice. It will be interesting to follow this proposed passport law to see what develops.

According to the US Department of State, 9 year old Menachem Zivotofsky can pursue his Israel passport case in the US Supreme Court. Zivotosky, born in Jerusalem, has been denied by the US State Department to list “Israel” as his birthplace on his United States passport.
Because Jerusalem is a contested territory between Israel and Palestine, the US government has not formally recognized either nation as the true sovereign. In effect, individuals like Zivotofsky have been left without an official birth country on their US passports.
In 2002, in attempt to rectify the situation, Congress passed a law ordering the US Department of State to allow Americans born in Jerusalem to list Israel as their birthplace. However, the US Department of State has refused to comply.
Zivotofsky’s parents sued, but the Court of Appeals for the Washington DC threw the suit out of court on the basis that US courts should not get involved in political questions.
The US Supreme Court’s Chief Justice John Roberts wrote “The courts are fully capable of determining whether this statute may be given effect, or instead must be struck down in light of authority conferred on the executive by the Constitution.” According to Chief Justice Roberts, the Israel passport case is about whether or not Congress has the authority to pass the law and is does not deal with issues of foreign policy.

More and more Chinese tourists are traveling abroad. Many Chinese tourists choose to use their passports to visit the United States, but others are traveling elsewhere due to visa regulations. More and more countries are competing for the Chinese tourism and are trying to simplify their visa regulations.
Recently, President Barack Obama vowed to make the procedures in China for non-immigrant visas more efficient. Travel services are looking to cash in on the recent Chinese tourism surge. Having a passport alone is not enough to travel. Many countries require visas and the visa process can be tough. Chinese passport holders may have to wait several weeks and sometimes even several months to receive visas to travel to the United States.
Some experts predict that the number of Chinese passport holders requiring visas for travel to the US will double in 2012.
While the United States is considered to be the #1 ”dream destination” for Chinese citizens according to research by the US Travel Association. more Chinese tourists are visiting France. It is supposed that the main reason for this is due to the US visa system.
Countries that have made their visa process simpler for Chinese citizens have experienced greater numbers of Chinese travelers.
The US visa system for Chinese visitors can be made simpler. For starters, the Chinese visa applications are printed in English. If they were translated, it would make the process easier. Also, the fact that every visa applicant is required to be personally interviewed lengthens and complicates the visa application process.
Visa applicants generally have to wait 2 to 3 months just to get an interview. Once they are scheduled for the interview, visa applicants generally have to wait in line for a full day just to speak with someone. After the long wait, the actual interview takes less than 3 minutes.
Right off the bat, this eliminates the United States as a destination for travelers who can’t wait 3 months for an interview.
The next passport blog will deal with ways that the US can make the visa process better for Chinese passport holders.
