Do I need to apply for a passport in person if this is my first US passport?

Do I need to apply in person for a passport if my previous passport was lost or stolen?

My passport has been expired for quite some time, can I just mail in the old passport and receive a new one?

Passport Regulations in Effect as of April 1st, 2011: Rush Passport Reminder

Passport applications have new requirement as of April 1, 2011.  As a security measure, the US State Department has implemented new criteria for passport applications.  Birth certificates need to include the full names of the passport applicant’s parent(s).  Birth certificates that do not comply with the new passport regulation will be unacceptable as evidence of US citizenship.

passportThe new regulation is in line with efforts to make the US passport the most secure passport in the world.  Passport applications that were submitted prior to April 1, 2011 are not affected by the new birth certificate requirement.  Passport applications that are already in-progress will not be subject to the new changes.

In all, certified copies of birth certificates that are to be considered as primary evidence of US citizenship towards getting a US passport must contain the full name of the passport applicant, passport applicant’s date of birth and place of birth, an original birth certificate seal, the registrant’s signature and the date the birth certificate was filed.

In the event that your birth certificate does not meet the new requirements, that does not mean that you will be unable to get a passport.  You will need to provide secondary proof of citizenship.  Forms of identification that may be used to assist in proving citizenship en route to obtaining a US passport include baptismal certificate, census record, early school record, family bible record or doctor’s record of post-natal care.  The documents listed above will not be accepted if presented by themselves.

Contrary to some passport applicants think, voter registration cards, military discharge documents and social security cards are not acceptable forms of proof of citizenship for the purposes of obtaining a passport.

Passport Issues: Should People Who Owe Money to the IRS Be Allowed to Get a Passport?

US passportShould people who owe money to the IRS be allowed to renew passports?  It is an interesting question.  The IRS and the US Dept of State are both government agencies, but does that give them the right to deny passports to people who owe money on their taxes?  It turns out that this is not an isolated issue where just a few people owe money on taxes.  It seems that of the approximately quarter of a million people who received a passport in 2008, they owed a total of almost $6 billion to the IRS in federal income taxes.

Currently, people who owe money on taxes are allowed to get a new passport and renew their expired passports.  However, Congress is considering a change to the law that would allow the US Department of State to deny passports to people with outstanding balances to the IRS.

The State Department does not have access to IRS records, however the State Department can deny the issuance of a passport to an individual based on child support debts totaling over $2,500.  In addition, the US State Department can deny a passport if the passport applicant has an outstanding felony warrant.

Some feel that it is disturbing for people who owe millions of dollars in taxes are allowed to be issued passports and that they are able to travel in and out of the US at will.  Others feel that taxpayer privacy and freedom are paramount and that their passports should not be revoked.

Strangely enough, a passport applicant cannot be compelled to provide their social security number to apply for a US passport.  This being the case, the State Department records would not have a social security number on file to compare with the IRS records.

At this time tax evaders can still apply for a passport, but that may all be changing soon.  So, if you are a tax evader you should renew that old passport or if you need to apply for a first time passport, it would be a good time to process that application before the laws change.

Passport News: Change to Birth Certificate Requirements

Passport applications require birth certificates to be submitted as proof of identification.  However, not all birth certificates are issued with the parents’ names.  It may seem a little strange, but it is true that some birth certificates do not have parents’ names. 

passportAs a matter of fact, many Pennsylvania birth certificates do not have this information.  The US Department of State, in an attempt to make the US passport more secure, has declared that all US birth certificates submitted with passport applications must contain parents’ names.  This new passport policy is effective as of April 1st, 2011.  However, it is important to note that there is a 30-day grace period in which passport applications that do not contain parents’ names can still be submitted. 

As of May 1st, 2011 all passport application must be accompanied by birth certificates that show both parents’ names.

As a result of this new initiative, passports that are issued will be more secure.  The Department of State is dedicated to making the US passport the most secure passport in the world.  This initiative is a welcomed addition to the passport application with regard to passport security.

In an effort to make passports more secure, the following information needs to be present on all birth certificates:

Full name of the passport applicant

Passport applicant’s date of birth

Passport applicant’s place of birth

Raised, embossed, impressed or multicolored seal of issuing authority

Registrar’s signature

The date the certificate was filed with the registrar’s office (must be within one year)

Celebrity Passport Applications Are Irresistible to a Handful of Passport Employees

Mark Carter, 51, of Brooklyn, NY is the latest passport employee to plead guilty to looking at the confidential passport files of 60 celebrities including athletes, politicians, musicians, actors and others.

The Passport Information Electronic Records System (PIERS) contains all imaged passport applications dating back to 1994.

Included in the PIERS database are passport photos, and personal information including applicant full name, birthdate, place of birth, address, telephone numbers and more.

The Privacy Act of 1974 protects this information as it is strictly limited to official government duties.

In March 2008, Dept of State passport employees were part of a scandal in which Barack Obama and Hillary Rodham Clinton’s passports were viewed for unauthorized purposes.

US Passport Application Revisions Coming March 1, 2011: Rush Passport

US passport applications are about to get a makeover.  As evidenced in a previous Rush Passport™ passport blog entry, the application for a US passport is going to be revised as of March 1st 2011. 

Secure PassportThe revisions to the US passport application will now require applicants to provide information about their mother/father/parent.  The addition of the word parent would allow applicants to list a mother and father, two mothers, or two fathers.

Same sex couples are thrilled with these revisions and feel that it is an example of another instance where progress is being made in the area of tolerance of different lifestyles.

Those against the revisions to the passport application see it as an assault on the traditional American family relationships.

Originally, the State Department said in December that it was going to remove the “mother” and “father” titles altogether and replace the titles with the word “parents”. 

When Secretary of State Hillary Rodham Clinton heard about the plans to eliminate the “father” and “mother” titles, she insisted that the designations of mother and father be included in addition to the word “parent.”

Some feel that these titles are inconsequential and others feel that they are present a significant challenge to the traditional American family relationships.  Some feel that the changes to the US passport application are significant and must be done out of respect to same sex partners.

What Percentage of US Citizens Have a Valid US Passport?

Of the 308 million citizens in the United States, 30% have US passports.  Just 3 out of 10 people have a US passport.  Those numbers seem kind of low for such an affluent country.

It seems that many Americans are comfortable in their own environment.  According to a recent study by the Office of Travel and Tourism Industries, in 2009, Americans took over 61 million trips outside the United States in 2009.  Those numbers are down 3% from 2008.  Almost half of those trips were to either Mexico or Canada.  Those destinations didn’t require a US passport until 2007.

The percentage of Americans with passports has been steadily growing ever since the Western Hemisphere Travel Initiative was adopted.   This initiative requires American and Canadian travelers to present passports when entering the United States.

60% of Canadians hold a valid passport and 75% of those in the UK have valid passports.

It is important to understand that the United States has its own rich cultural and geographic diversity, from the beautiful beaches in Florida, the top skiing locations in Colorado to the hot desert sun in Arizona.  However, for Americans who have seen much of what the US has to offer, they may want to consider getting a US passport to travel abroad and see what the rest of the world has to offer.

Can a Congressman or Senator Help Me Get My Passport?
