Nigerians are being urged to get the new electronic passports before the December 31st, 2010 deadline. If not, they may not be able to use their existing passports to travel outside the country.
The current Machine Readable Passport, MRP will be invalid as of midnight December, 31st of this year.
Nigerian officials warn that failure to comply with the new passport regulations will result in travel outside the country being denied. Passport officials are being instructed to challenge any MRP passport holders who fail to present the new electronic passports.
In addition, the Passport Office is requiring all foreign nationals in Nigeria to register biometrically.
Currently, most travel passports in the world are MRPs. They were standardized by the International Civil Aviation Organization (ICAO) and contain a special Machine Readable Zone or MRZ that appears at the bottom of the identity page in the front pages of a passport.
The information that must be provided in the zone include: passport holder’s name, passport number, passport holder’s nationality, date of birth, gender, passport expiration date and personal identity number. Some countries also include optional, supplementary information.
A biometric passport or e-passport (ePassport) is a combination of paper and electronic passport. Biometric passports contain biometric data used to confirm the authenticity of passport holders. E-passports use smart card technology, a microprocessor chip (computer chip) and antenna (for both power to the chip and communication) embedded in either the front, back cover, or center page of the passport.

Passport News Update: The US Customs and Border Protection agency has announced two important changes to the Visa Waiver Program. This policy change is in effect for foreign passport holders planning to visit the US.

The first change begins on September 8, 2010. Business and leisure travelers who use their passports to enter the US will be charged a new operational and travel promotion fee of $14.00. This fee will register passport holders for ESTA. This is an electronic travel authorization that passport holders must get before boarding a plane or ship to the United States. The ESTA application is to be filled out online prior to travel. Once approved, ESTA travel authorization is valid for two years or until the traveler’s passport expires.
The second change, involves a transition to paperless processing for Visa Waiver Program travelers. It applies to those passport holders arriving by air or sea who have already obtained ESTA authorization. Under the new automated process, if a passport holder is at a designated port of entry, the passport officer will stamp the applicant’s passport. The passport holder’s departure from the US will be documented electronically.
Currently, thirty six countries participate in the Visa Waiver Program. Those countries are: Andorra, Australia, Austria, Belgium, Brunei, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Japan, Republic of Korea, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, Netherlands, New Zealand, Norway, Portugal, San Marino, Singapore, Slovakia, Slovenia, Spain, Sweden, Switzerland and the United Kingdom.

In a previous Rush Passport™ passport blog entry, it was reported that there was a problem with the Iroquois Nationals lacrosse squad because of a federal law that does not allow a tribal document to be used in lieu of a United States passport when traveling outside the United States.
However, while the Iroquois Nationals were stuck waiting in New York City due to passport problems, Kenneth Deer was in Geneva, Switzerland.
Kenneth Deer, a member of the Mohawk Nation, traveled to Switzerland using only his Haudenosaunee passport.
Deer, a Haudenosaunee passport holder, lives in Kahnawake, a Mohawk community in Quebec. He has used his passport over 100 times in the past 25 years.
The Haudenosaunee passports have been around since 1977. The passports first came about when Iroquois citizens in the U.S. and Canada first used the travel documents to attend a United Nations conference on human rights in Geneva.
Last month, when the Iroquois Nationals tried to use their Haudenosaunee passports they were refused entry to England. This caught the public’s attention and cast a spotlight on the Haudenosaunee passport saga.
Initially, many foreign governments reject the Haudenosaunee passport, but after an explanation the passports are eventually allowed to be used.

Passports may be too expensive, evidenced by the decreased tourism between the United States and Canada. There may be room for improvement should the two countries make it cheaper to get a passport.
Provincial and state politicians have been talking about trying to convince Canadian Prime Minister Stephen Harper and U.S. President Barack Obama to cut passport fees in an effort to stimulate tourism.
An adult Canadian passport costs between $87 and $105 and an adult US Passport costs between $110 and $135. Keep in mind that Canadian passports are only valid for five years while US adult passports are valid for 10 years.
Passport rates in Canada for children under the age of 15 range between $20 and $39 and children pay $105 for a US Passport. Passports for children under 16 years of age in both countries are valid for only five years, with the exception of passports for Canadian children under three years old – which are valid for three years.
The Canadian government estimates that nearly 50% of Canadians have a passport. The US Passport figures come out at somewhere between 25% and 30%.
While the economic recession is partly to blame for the decrease in tourism, some feel that new U.S. border passport requirements may also be at fault. In January of 2007, the US began requiring passports for entry from Canada by air. In June 2009 US Passports became required for land crossings between the US and Canada.
The U.S. began issuing cheaper passport cards in July 2008 that permitted Americans to re-enter the U.S. by land or sea. The passport cards cost much less at rates between $30 and $55 than traditional passports.
Statistics show that a paltry 2.7 million Americans, (less than 1% of the entire population, had applied for a passport card as of March 2010.)

An expired passport may cause people to wonder:
An expired passport almost always means trouble. In this case, the expired passport was both trouble as well as a blessing.
For golfer Phillip Brain the expired passport was a problem. It meant that he could not travel to Canada for the Canadian Amateur golf tournament. For golfer Bill Hutcheson the expired passport was a blessing – as Hutcheson secured the final spot in the tournament after Brain was denied entry due to his expired passport.
Phillip Brain was in Nice, France when he found out that his passport was expired. He quickly tried to renew his passport in time for the Canadian Amateur golf tournament, but he could not get the passport in time.
The expired passport meant that Hutcheson would qualify for the final spot in the tournament. Phillip Brain’s brother Jonathan, also a golfer, was in London, England, when he realized that his passport was expired, but he was able to get his new passport in time and he was able to board the plane from London to Toronto.
In the meantime, his brother Phillip never left Nice as he waited for his passport, but his passport never arrived.

The Passport backlog in Ireland is finally over! People who wish to get a passport can now expect to get a passport processed within 10 working days.
Back in May in a previous Rush Passport™ passport blog entry, it was reported that there was a backlog of over 70,000 passports. The passport team at the passport agency formulated a plan to alleviate the passport backlog and they were successful. In less than 4 months, the passport agency has made a significant impact in passport processing times.
Currently, there are just fewer than 25,000 passport applications in the system. This number of passport applications being processed is considered to be within the normal range.
The recruitment of 50 extra temporary passport staff helped to expedite more than 68,000 additional passport applications over the past few months.
At the end of April there were over 69,000 passport applications awaiting processing. As of June 17, there were still approximately 68,000 passport applications in the backlog.
At that time, passports were taking 4 to 5 weeks to process. Now there is a 10 working day passport guarantee is being offered to passport applicants.
Today, with just 25,000 passport applications in the system, Ireland’s passport processing bureau should be seen as an inspiration to other countries around the world that are experiencing a backlog of passport applications.
The number of passports being issued daily is in Ireland is approximately 3,200. Each year, the Passport Office processes over 650,000 passport applications.

Passport rules seem to be discouraging some tourists from taking the trip across the US border from the Dakotas and Minnesota into Canada for the annual Folklorama event.
Folklorama is a two-week event in August that takes place in Winnipeg, Manitoba, Canada. It is the largest and longest-running festival of its kind in the world and it draws several US Passport holders that are anxious to sample the cuisine and celebrate the cultural and ethnic heritage that Canada has to offer.
Last year, 22 busses were filled with American passport holders coming to Folklorama. This year only 11 busses made the trip.
Folklorama officials speculate that the new, mandatory passport rules for travel into Canada have discouraged some without passports from taking the trip into Canada.
Tour operators have seen a decrease in sales in the markets where people don’t have passports. Some blame the decrease in the American passport fee increase up to $135 USD. Others don’t blame the passport increase, but rather see the sluggish economy as the culprit.
Despite the rise in passport fees along with the slumping economy, Folklorama has had almost as many visitors this year as compared to 2009. It seems that less visitors are passport holders and more people are coming from rural Manitoba.
