How to Get a Passport for a Minor: Rush Passport

passportA Greenville, South Carolina man was sentenced on Friday to 10 years in prison for illegally taking his child to Thailand.  The man, Samuel Lee Horton, forged his wife’s signature, applied for a child passport and took his daughter to Thailand.

The parents had been divorced and his ex-wife had custody of their 2 children.  Horton had visitation rights, but apparently he wasn’t satisfied.

Horton, admitted forging his ex-wife’s signature for the purpose of getting the passport for his 3 year old daughter.  He told his ex-wife that he was taking his daughter to Disney World, but got his daughter a passport and instead boarded a plane to Thailand.  The pair lived in Thailand for over a year where he told his daughter that her mother had died.

Horton pled guilty to falsifying a document for the purpose of getting a passport for his daughter. Not only has he been sentenced to 10 years in prison, his parental rights have been terminated and he still faces further charges regarding the violation of a custody order.

It is important to know that minors under the age of 16 must apply for a passport in person.  All minors, including newborns must have their own passport to travel abroad by air.  In order to get a passport for a minor, first the application for a US passport (DS-11) must be completed.  Remember not to sign the passport application until in the presence of a passport agent.  The passport form must then be presented in person by both parents and the minor for whom the passport application is being submitted.  Evidence of the child’s US citizenship must be presented with the passport application.  Acceptable forms of identification include a previously issued passport, a certified birth certificate issued by the city, county or state, a Consular Report of Birth Abroad or Certification of Birth or a Naturalization Certificate.

In addition, evidence of the relationship between the child and the parent(s) / guardian(s) must be provided.  The parents or guardians must also present and make copies of their identifications.  An important step is for the parents or guardians to provide consent.   Both parents must provide consent to apply for a passport for a minor under age 16.  There are specific scenarios in which both parents do not need to be present at the time the passport application is submitted.  One parent can appear in person with a notarized statement of consent from the other parent.  A parent with sole custody may appear without the other parent as long as the parent can provide proof of sole custody at the time of the passport application.  A third party may apply for a passport for a minor, but the third party must provide authorization from both parents.

The passport applicant must pay the passport application fee and submit one passport photo.

How to Take a Baby / Infant / Child Passport Photo: Rush Passport

baby passport photoIt is important to follow the rules of passport photos when attempting to take your own passport photos for the passport application.  Taking passport photos of an adult is a much different process than taking a passport photo of a baby or toddler.

When taking a passport photo of a baby or toddler, it is important to be sure that there is nobody else in the photo.  The child must be looking at the camera with his/her eyes open for the passport photo to be acceptable.

Here is a tip on how to take an acceptable passport photo of your baby.  It is a good idea to lay your baby on his / her back on a plain white sheet.  This will help to ensure that the baby’s head is supported and will give you the best chance of satisfying the passport photo requirements. 

Another good idea involves covering a car seat with a plain white sheet.  Place the child into the car seat and then take the passport photo.

The passport photo must be printed in color on photo quality paper.  It must be precisely 2 inches by 2 inches.

Passport Day in the USA Cancelled: Rush Passport Blog

Passport Day in the USAIn a previous Rush Passport blog entry it was stated that the government shutdown was averted and that “Passport Day in the USA” went off without a hitch.  However, that statement is only half correct.  The government shutdown was in fact averted, but as it turns out, “Passport Day in the USA” was canceled.  It had been scheduled for Saturday, April 9, 2011.  The passport event was intended to offer passport applicants a Saturday in which they could apply for passports.

The bad news is that “Passport Day in the USA” was cancelled.  The good news is that Rush Passport™ is always open on Saturdays to assist you with your passport needs.  Rush Passport™ offers passport services Monday – Saturday at their New York City passport office.

Passport Day in the USA is Almost Here: April 9th, 2011

Passports will be falling from the sky on Saturday, April 9th.  Well, not exactly – but the US Department of State has announced the 3rd Annual “Passport Day in the USA.” Event.  Passport Day in the USA is a time for US citizens across the country to apply for a US passport book or US passport card.  The April 9th passport event comes just in time for travelers to get their passports in time for summer.

get a US passportThe passport event is aimed at promoting the importance of getting a passport.  Currently just 30% of US citizens hold valid passports.  Passport Day in the USA is aimed at the other 70% who do not yet have a passport book or passport card.

It is important to remember that adult passports are valid for 10 years and child passports for minors under 16 years old are valid for a period of 5 years.  When applying for a child passport, both parents and the child need to appear in person.  If one parent is not able to appear, then that parent must submit a notarized “Minor Consent” form along with the passport application.

So, if you still don’t have your passport, if your passport is expired or if your passport was lost or stolen, now is the perfect time to come out and take care of all of your passport needs.

Are Passport Fees Too Expensive? At $14 Per Year, We Don’t Think So… Rush Passport NYC

US passportAn article appeared in the Huffington Post recently that stated that the author wasn’t surprised to find out how few Americans have passports.   According to a previous Rush Passport™ blog entry the states with the highest rate of passport ownership include New Jersey, Alaska, Massachusetts, New York and California.

The author goes onto mention that the cost of the US passport is too high.  The author states that a first-time passport or passport renewal both cost $140 for adults and $80 for minors.  That comes out to $14 dollars per year for adults because the adult passport is valid for 10 years.  And then the author states that it comes out to $8 per year for minors.  In actually, a passport for a minor is only valid for 5 years, so the cost is slightly higher at $16 per year.  It seems that the author thought that the passport for minors was good for 10 years as well.

I don’t think that $14 per year for a US passport is a lot of money.  It certainly isn’t enough to dissuade a person for traveling overseas.  What about airfares, baggage fees, hotel costs, dining and souvenirs?  Now those are expenses!  But to not get a passport because of the $14 annual fee – that seems ridiculous.

Imagine being willing to incur the other expenses attributed to traveling abroad, but not willing to spring for the passport.  It seems ridiculous!

 US passportI need to renew my passport.  Will I get my original passport back?

If you need to renew your passport, you must include your current passport with the passport renewal application.  In most cases, the State Department will return the original passport.  But, if a passport is damaged, then the State Department will probably destroy the old passport rather than return it.

I already submitted my passport application to the US Postal Service, but now it is taking too long to receive it.  Can Rush Passport™ help me get my passport quicker?

What is a passport?

US passportA passport is a travel document.  The passport generally comes in the form of a small booklet.  A passport has several functions.   Not only does a passport enable a person to travel outside of their home country, a passport has other functions.  While a passport does not automatically grant a passport holder the right to enter any country, US passport holders may travel to many countries without having to get further documentation.   A passport also acts as proof of citizenship.  A person holding a U.S. Passport is recognized internationally a United States citizen.

What is a passport card?

For how long is a US passport valid?

The length of time that a passport is valid for depends on the passport holder’s age.  Adult US passports for individuals ages 16 and older are valid for a period of 10 years.  Children ages 15 and under receive passports that are valid for 5 years.

8 Steps to Getting a US Passport for a Baby

US baby passportFirst off, it is important to understand that all international travelers are required to present a passport regardless of age.  In order to get a passport for a baby, both parents / legal guardians are required to be present at the time of the passport application.

Step 1

First it is important to gather the documents that you will need to prove the baby’s U.S. citizenship.  Primary documents only are accepted.  Examples of primary documents include a certified birth certificate, consular report of birth abroad, or foreign birth certificate.  Essentially, it is important to gather additional documents that establish a parental relationship for both parents to the child.  It is important to choose documents that list the names of both parents, such as a birth certificate.

Step 2

Parents must also have official proof of identification.  Parents can use an undamaged, US passport, valid driver’s license, naturalization certificate or military ID.  It is important for parents to also have their social security numbers.  Parents should make copies of these documents on standard white, 8 ½ by 11 inch paper.

Step 3

Get and fill out the baby’s passport application.  The form to use is Form DS-11: Application for a U.S. Passport.  The passport application, Form DS-11 may be completed online or printed out and completed in black ink.  It is important not to sign the printed DS-11.  The passport application must be signed in the presence of a passport agent at the Passport Acceptance Facility.

Step 5

Take two passport photos of the child.  The passport photos must be identical and they must be color photos that are exactly 2 inches by 2 inches.  The baby’s head must be uncovered. 

Step 6

Prepare to have the passport fee available.  Pay for the passport application using credit card, check or money orders.  Checks must be made payable to “Department of State.”

Step 7

Take the completed passport application, necessary documentation, passport photos and payment to Passport Acceptance Facility.

Step 8

Allow  4-6 for passport processing.

What Percentage of US Citizens Have a Valid US Passport?

Of the 308 million citizens in the United States, 30% have US passports.  Just 3 out of 10 people have a US passport.  Those numbers seem kind of low for such an affluent country.

It seems that many Americans are comfortable in their own environment.  According to a recent study by the Office of Travel and Tourism Industries, in 2009, Americans took over 61 million trips outside the United States in 2009.  Those numbers are down 3% from 2008.  Almost half of those trips were to either Mexico or Canada.  Those destinations didn’t require a US passport until 2007.

The percentage of Americans with passports has been steadily growing ever since the Western Hemisphere Travel Initiative was adopted.   This initiative requires American and Canadian travelers to present passports when entering the United States.

60% of Canadians hold a valid passport and 75% of those in the UK have valid passports.

It is important to understand that the United States has its own rich cultural and geographic diversity, from the beautiful beaches in Florida, the top skiing locations in Colorado to the hot desert sun in Arizona.  However, for Americans who have seen much of what the US has to offer, they may want to consider getting a US passport to travel abroad and see what the rest of the world has to offer.
