10 Easy Steps to Getting a Child Passport Renewal

When it comes to the US Department of State, a minor child is defined as a person who is less than 16 years of age.  Eighteen year olds are treated as adults and are issued adult passports.  (Minors aged 16 or 17 years old adhere to slightly different rules.)

The goal of this article is to make the process of child passport renewal as simple as possible.  To start, the major difference between renewing a child’s passport and renewing an adult’s passport is that the child must appear in front of a passport agent while an adult can renew a passport without being present.  The child applying for the child passport must not only appear in person, but must also appear with both parents.  Both parents must have evidence of parental custody or the child passport application will not be accepted.

Follow these easy steps and your child should receive a passport without a problem.  Make and error and you can kiss your child’s passport goodbye.

Step 1: Get a large envelope or folder ready to collect all of the information that you will need to apply for your child’s passport. 

Step 2: Fill out Form DS-11.  This is the US passport application.  You can either print a blank version or enter the information online and print out the completed child passport application.  You will be required to fill in the child’s name, Social Security number, date of birth, address and parent information.  Do not sign the child passport application!

Step 3: Do not sign the child passport application!  I know that I said that already, but I just want to make sure that you don’t forget…

Step 4: Insert the completed application, proof that you are the child’s parent and the child’s previous US passport that is to be replaced.  The following documents are acceptable as proof as long as they contain both parents’ names: US birth certificate, foreign certified birth certificate, a report of birth abroad, or an adoption decree. If none of these documents are available, then you must produce a court order that states you have custody of your child.

Step 5: Photocopy each parent’s primary identification, such as a valid US driver’s license, U.S. passport, naturalization certificate, current government employee ID or a current military ID.   These documents should be placed inside the passport envelope/folder.  Bring the originals along to show to the passport agent.

Step 6: Get two passport photos of your child. The photos must be less than six months old.  Place the passport photos into the passport envelope/folder.

Step 7: Bring appropriate forms of payment for the passport fees. Acceptable forms of payment vary depending on the passport office, so it is a good idea to confirm the method with a human being before you make the visit.  Write that person’s name on a piece of paper and put that paper inside the passport envelope/folder.  (Remember, don’t sign the child passport application yet.)

Step 9: Together, both parents must bring the child and the passport envelope/folder with all the enclosed documents to Rush Passport™.  In the event that the other parent cannot appear, then that parent must fill out a notarized Form DS-3033, Statement of Consent.  That form must be brought with you..

Step 10: Now it is time to sign Form DS-11 in front of the Passport Agent when instructed, and submit all passport documentation and payments.  As long as you are traveling within 2 weeks, the new child passport will be ready in less than 48 hours.  Depending on the circumstances, passports may be available within 6 hours.

Child Passport Alert System That Parents Should Know About

When a parent of guardian is considered a risk for child abduction, the other parent can have some piece of mind. Thanks to the US Department of State, to protect children from possible abductions by their own parents, they have set up The Children’s Passport Issuance Alert Program (CPIAP). This is one of the US Department of State’s most important tools for preventing international parental child abduction. Under this program, parents can register their children who are under the age of 18 years old and current U.S. citizens in the US Department of State’s Passport Lookout System. If a child passport application is submitted for a child who is registered in CPIAP, the US Department of State will contact and alert the parent or parents who have registered the child. In addition to alerting the parents of the child passport application, the passport lookout system also gives an alert to all U.S. passport agencies as well as U.S. embassies and consulates abroad. This child passport alert procedure is an invaluable tool because it provides parents with advance warning of possible plans for international travel with the child.

Parents of children who have reason to believe that the other parent or guardian would be capable of international child abduction should register for this child passport alert system as soon as possible.

Reporting a lost passport or stolen passport is very important because once a passport is reported lost or stolen, it becomes invalidated. That means that the lost or stolen passport can no longer be utilized for travel.
To report a lost passport or stolen passport you need to print and complete Form DS-64.

1. When completing Form DS-64 (Lost Passport / Stolen Passport), according to the US Department of State, it is important to do so legibly and in black ink.

2. Be sure to sign and date the Lost Passport / Stolen Passport Form.

3. Submit Lost Passport / Stolen Passport Form DS-64 + Completed Form DS-11

Child Passport Instructions: How to Get a Child Passport

Child PassportGetting your child a passport should be easy – as long as you follow all of the directions. However, getting a child a passport can be a nightmare if you skip any of the necessary steps. First, when planning a family trip abroad, it is important to understand that everyone – including small children and infants need a passport for air travel overseas. When visiting Canada, Mexico, Bermuda and parts of the Caribbean by land or by sea, the rules differ. Children aged 15 years and younger may use a certified copy of their birth certificate in lieu of a passport.

Children aged 16 – 18 years of age planning to travel to Canada, Mexico, Bermuda and parts of the Caribbean by land or sea under adult supervision such as with a school, religious, cultural or athletic group may also present a birth certificate if they do not possess a child passport.

As a parent or legal guardian, do you think that you may apply for a passport on your child’s behalf? The answer is yes, but your child must present at the time of child passport application. What about if your child has a passport already? Does your child need to be present for the child passport renewal? If your child was under the age of 16 years old at the time that the child passport was first issued, then the answer is yes.

Adults do not have to be present for adult passport renewals.

Here is a list of who and what to bring when applying for a child passport:

1. Application form DS-11
2. Two identical, 2×2 inch color passport photos that were taken within the past six months.
3. Proof of your child’s citizenship. (A certified birth certificate is acceptable.)
4. Proof of your relationship to the child. (As long as you are the child’s parent and your name is on your child’s birth certificate, then the child’s certified birth certificate is acceptable.)
5. Proof of parent’s identity. (An adult passport or valid driver’s license is acceptable.)
6. Child passport fees for the passport application process (Child Passport fees are currently $105.)
7. Bring the child. A child passport application will not be processed if the child is not present.
8. Bring both parents. (If both parents cannot make it, then one parent may appear with a notarized statement of consent authorizing issuance the child passport.)

Single parents may apply alone for the child’s passport as long as the parent has proof of sole authority. A judicial declaration of incompetence of non-applying parent or a death certificate of non-applying parent is acceptable.

A third party may apply on behalf of a minor under the age of 16 years old. (The third party must submit a notarized written statement or affidavit from both parents or guardians that authorizes the third party to apply for the child’s passport.
In the event that the child is too young to sign his/her passport, the parent or guardian must print the child’s name on the child passport and sign their own name. The parent should indicate the relationship to the child in parentheses next to the adult’s signature.

Dog Eats Passport. Honeymoon Plans Ruined?

Passports are no longer exempt from the classic best all time excuse for not having your homework – “My dog ate it.” Yup, believe it or not, when it comes to passports, truth is stranger than fiction. This case of a passport problem may seem funny at first – but try to think about how funny it would be if it happened to you.

Eric Mann and Brook Blew were recently married and were excited to embark on their honeymoon to Mexico. Their puppy, Moses, a 2-year-old Bassett Hound, had a different idea. Moses, who according to his owners loves to eat shoes, books, earrings, remote controls and more – decided to eat Eric’s passport just 2 days before their honeymoon. When Eric checked the passport, he saw that the photo and bar code remained in tact.

What would you have done? So, Eric and Brook had to fly back home immediately without being allowed to set foot outside of the airport.

Moses, more famous for parting the Red Sea, couldn’t part the Caribbean Sea this time!

Recently a “suspicious white powder” was found on a package in the mail room at the National Passport/Visa Center in New Hampshire.  A passport agency employee alerted authorities after finding the substance in the mailroom of the passport agency.

Then in an unrelated incident in Tucson, Arizona a security guard was shot while leaving the US passport office.  It is unclear as to why the shooters chose to shoot the security guard or if there was any significance to the fact that the shooting occurred outside of the US passport office.  Witnesses say that two people in a late model Chevy Suburban opened fire on the 53 year old security guard as he left the U.S. passport office.   Thankfully, the guard, Russel Buchanan of Huachuca City was not seriously injured.

Passport News: Passport Photos Included in the E-Verify Program

According to the Department of Homeland Security (DHS) US passport photo matching will be used to enhance security measures.

The E-Verify program will automatically check the validity as well as the authenticity of all US passports and US passport cards used for employment verification checks.

E-Verify is a tool that assists employers and business in the USA maintain a legal workforce.

By including US passport photo matching, the E-Verify system will be able to better detect counterfeit documents. The E-Verify system continues to be enhanced to provide the most accurate results possible.

Effective immediately, E-Verify employers are now able to verify the identity of new employees who present a US passport or US passport card.

The E-Verify system is a free, web-based system operated by DHS in conjunction with the Social Security Administration. The E-Verify system enables participating employers to verify employment eligibility of their employees online.

The latest enhancements to the E-Verify system is an example of how the Department of State, Department of Homeland Security and the Social Security Administration can work together using passports and passport photos.

Celebrity Passport Rush Passport Blog Update

In a previous, Rush Passport™ passport blog article, it was reported that a US government passport office employee was arrested for using her computer passport security privileges to gain access to the confidential passport data and passport applications of more than 100 celebrities and their families.

Celebrity PassportAccording to an article in the Washington Times, the passport employee has pleaded guilty to lying to passport department officials.  What was at first thought to be a passport security breach of 100 or so celebrity passports has now turned into a breach of over 500 confidential passport application files of famous Americans.

The former passport employee, Brooke E. Reyna, a 28 year old woman from Barrington, New Hampshire pleaded guilty in federal court to making false statements.   When asked whether she looked at celebrity passports, she said that she did not.  Now she admits that she did look through confidential files containing celebrity passport photos and celebrity passport personal data.

Since 2008, Reyna is the 10th State Department employee to plead guilty in a celebrity passport investigation.  The passport investigation began when it was determined that the passports of then-presidential candidates Barack Obama, Hillary Rodham Clinton and John McCain had been accessed.

Reyna was formerly employed at the National Passport Center in Portsmouth, New Hampshire and it determined that is the location where the celebrity passport security breaches took places.

The passport database is officially known as the Passport Information Electronic Records System (PIERS).  This passport database system contains celebrity passport data as well as all imaged passport applications since 1994.

Some of the information contained within the passport database includes celebrity passport photos, passport applicant’s full name, passport applicant’s date and place of birth, passport applicant’s current address, passport applicant’s telephone numbers, passport applicant’s parent information, passport applicant’s spouse’s name and passport applicant’s emergency contact information.

Mrs. Reyna admitted to viewing the celebrity passports of more than 500 celebrities including actors, actresses, reality tv contestants, tv personalities, musicians, singers, fashion models, professional athletes.  Not only did Reyna view the celebrity passports, but she also viewed the passports of members of their families, including their children’s passports.

When news of this celebrity passport breach first broke, the FBI and other government authorities were trying to determine whether Reyna simply viewed the celebrity passports or if she collected or sold any of the confidential celebrity passport data.

At this time it seems that Reyna’s sole purpose for viewing the celebrity passport applications was her own curiosity.
